Anton Alikhanov: Il-114-300 Certification Completion Expected by End of 2025

Anton Alikhanov, the Head of the Ministry of Industry and Trade of Russia, has stated that certification of the updated Il-114 for regional aviation will be completed by the end of 2025. He made this announcement during an interview with the “Russia 24” channel.

“We’re currently targeting October, so completion of all certification work can certainly be expected before the end of the year,” the Minister stated, confirming plans for certification to be wrapped up in December this year.

According to Alikhanov, the first deliveries of the aircraft will commence before the end of 2025, with contracts already in place for three airframes. The aircraft is currently undergoing flight certification trials, and the main issues relating to the cabin interior have now been resolved.

In November 2024, the Head of the Ministry of Industry and Trade noted that the Il-114-300 has significant export potential, particularly in the Asian, Latin American, and African markets. The Minister emphasised that Russia should not only focus on the domestic market but should also actively promote the aircraft on the international stage. The turboprop Il-114-300 occupies a niche in the global market, where demand for such aircraft is estimated at over a thousand units annually.

Production of the Il-114-300 is underway at the RSK MiG plant in Lukhovitsy. Processes for production preparation and series production of these aircraft have already been established there. Deliveries of the Il-114-300 to customers are scheduled to begin from 2026, with production volume forecast to be 12 aircraft annually by 2027. Funding of 12.563 billion roubles has been allocated for these plans for the period from 2025 to 2027, including costs for design, certification, and the establishment of a spares inventory.

The TV7-117ST-01 engines for the Il-114-300 are manufactured at the ODK-Klimov facility in St. Petersburg. Planned engine production volume is six units in 2025, six in 2026, and 24 engines annually from 2027 onwards.
