State Duma Approves First Reading of Use of Non-original Parts on A&B Aircraft

At a plenary session on 13 February 2025, members of the State Duma approved, in the first reading, a draft law that allows domestic enterprises to manufacture non-original spare parts for aircraft.

The initiative aims to develop the production of alternative components for civil aviation technology (CAT), which can replace original parts used in the maintenance of foreign aircraft. The authors of the bill, including Senators Andrey Kuteppov and Murat Khapsirokov, emphasise that such practices are already widely implemented in the USA and China, which helps to reduce dependence on original suppliers.

Amendments are proposed to be made to the Air Code of the Russian Federation, enabling Rosaviatsia to regulate the certification and approval of the production of such components. Currently, the lack of clear regulatory guidelines creates conditions for the relocation of alternative spare parts production to China, where bureaucratic processes for installing such parts on aircraft are less stringent. This places Russian enterprises at a disadvantage compared to Chinese and Iranian suppliers.

Despite the potential thaw in relations between Russia and the USA, there is little hope that the shortage of foreign-produced spare parts, caused by anti-Russian sanctions, will be resolved in the near future. This creates opportunities for the active development of the market for alternative spare parts in Russia.

However, if regulatory measures do not keep pace with the needs of the industry, there is a risk of a grey market for non-authentic components emerging, which could negatively impact the safety of air transportation.
