Russia has approved its first operator for commercial passenger flights using free balloons, expanding the country’s certified civil aviation activities to include lighter-than-air operations.
Electric Technology LLC, operating as Open Sky, has received an operator certificate from the Federal Air Transport Agency (Rosaviatsiya) covering commercial flights with a light piloted aircraft. The approval includes operational specifications for the AT104 902TA free balloon.
The five-seat balloon was developed by Russian manufacturer Rusbal. The aircraft type will be used for passenger flights, with the operator preparing an additional balloon for operations in the Altai Republic.
The certification establishes the first regulated commercial balloon operation in Russia and provides a framework for further development of passenger lighter-than-air services.
