Mikhail Mishustin Directs Sergey Chemezov to Develop Proposals for Subsidizing the Procurement of Domestic Aircraft

The certification testing program for the import-substituted MC-21-310, Il-114-300, and Superjet 100 aircraft is currently in an active phase. Serial production of these models is scheduled to begin next year, enabling Russian airlines to modernize their fleets with domestically manufactured aircraft equipped with fully Russian-made systems. Sergey Chemezov, CEO of the Rostec State Corporation, reported this during a meeting with Russian Prime Minister Mikhail Mishustin.

In this context, Prime Minister Mishustin instructed Mr. Chemezov to submit proposals for a financial framework to support aircraft deliveries to airlines, including the possibility of fuel subsidies.

Ensuring the affordability of new aircraft acquisitions for air carriers remains a top priority for both the Russian government and the aviation sector. The Prime Minister expects comprehensive proposals from Rostec, including potential subsidy mechanisms—particularly for fuel costs. The proposed model should reflect current macroeconomic conditions and establish fair, competitive terms for all manufacturers and operators.

The project is expected to be developed in detail in collaboration with the government and submitted for review by the end of 2025. “As someone with extensive professional experience in this field, I would like to ask you to contribute your recommendations,” the Prime Minister told Mr. Chemezov.

The financial model aims to reduce the acquisition cost of aircraft and support airlines during the fleet renewal transition. Government subsidies may include partial compensation for fuel and maintenance expenses. Additional measures under consideration include preferential loans and leasing arrangements with minimal interest rates.

This initiative aligns with Russia’s national objectives for civil aviation development, as outlined in the Comprehensive Industry Development Program through 2030. Rostec and the government intend to establish an integrated support system to accelerate the adoption of Russian-built aircraft in commercial operations and decrease reliance on foreign components and services.
