The Perm-based company ODK-Aviadvigatel has received approval from the Federal Air Transport Agency (Rosaviatsiya) for a major change of the PD-14 aircraft engine’s type design. The document permits the operation of the power unit at temperatures below minus 10 degrees Celsius. The entry in the type certificate data sheet was made on 25 December 2024. This was reported by the press service of the United Aircraft Corporation (UAC).
The major change to the type design removes restrictions on the engine’s operation in icing conditions, thereby expanding its usability in various climatic conditions. The approval of the major change confirms that the PD-14 engine complies with the Certification Basis established by Part 33 of the Aviation Regulations, according to the statement.
“Rosaviatsiya has confirmed the operational capability of the engine’s type design without limitations in icing conditions. Previously conducted tests have proven the stable operation of the PD-14 at extremely low temperatures, which is critically important for operation in northern regions,” noted UAC.
Yuri Shmotin, Chief Designer of UEC, added that the removal of operational restrictions in icing conditions allows for the expansion of the aircraft’s geographical usage. This is particularly important for airlines operating in regions with harsh climates, where low temperatures and icing are frequent occurrences.

The PD-14 was certified in 2018. The first flight of the MC-21 with PD-14 engines took place in December 2020. At the end of 2022, Rosaviatsiya issued an major change for the type design of the MC-21 aircraft regarding the PD-14 engine and the wing made from domestic polymer composite materials.
According to the comprehensive programme for the development of the aviation industry, 10 PD-14 engines were to be manufactured in Perm in 2024, with a forecast of 30 power units in 2025, and a further increase in production volumes to 136 engines by 2030. To meet demand, the ODK-Aviadvigatel enterprise is expanding its production capacity.
