Rosaviatsiya notes improvement in air transport safety in 2024

The International Civil Aviation Organisation (ICAO) assesses accident rates based on the frequency of aviation incidents (AIs) involving aircraft with a maximum take-off weight exceeding 5,700 kg, operating scheduled commercial flights. In 2024, Russian civil aviation recorded one* such incident, with no fatalities, according to Rosaviatsiya.

To evaluate flight safety levels, the metric used is the frequency of AIs per million flights. According to the latest ICAO data, this figure for the global civil aviation market is 1.87. Rosaviatsiya anticipates that this figure for Russia in 2024 will not exceed 1.27, which is below the global average. This indicates an improvement in the overall situation regarding air transport safety.

Nevertheless, in 2024 there were incidents involving air transport related to unscheduled flights and aerial work, a significant portion of which involved helicopters. Data from the Interstate Aviation Committee confirms this information. The number of fatalities in such incidents has increased. Consequently, Rosaviatsiya has taken measures to revoke or suspend the certificates of offending companies, including Vityaz-Aero, Vyatka-Avia and Aviakhim Yugtost 26.

“Despite growth in operational indicators, including aircraft flight hours, passenger turnover, and passenger traffic, the overall flight safety situation remains stable,” Rosaviatsiya stated.

The agency drew attention to media reports regarding safety issues which are generally not supported by objective data and could create a false impression of a worsening situation. However, statistics show that the average accident rate over the last decade does not show a tendency to increase, Rosaviatsiya noted.

“Russian civil aviation is following the global trend, and there is no upward trend in the average number of AIs over the past 10 years. The flight safety management system of all key participants in the air transport system is at an acceptable level,” the report stated.

Rosaviatsiya continues to actively work to ensure flight safety, maintain aircraft airworthiness and train aviation personnel. Flight safety is Rosaviatsiya’s highest priority and a key focus for all participants in Russia’s air transport system. Negligence in this area is unacceptable, the agency added.

* There were three serious aviation incidents involving damage/destruction of aircraft with a take-off weight over 5,700 kg in 2024:

  1. At Utrechny airport in Yamal, on 14 June, involving an An-26-100 RA-26662, with no fatalities. The An-26 was beyond repair.
  2. The crash of an SSJ100 RA-89049 in the Moscow region during a ferry flight from Lukhovitsy to Vnukovo airport, which resulted in the death of the crew of three pilots.
  3. At Antalya airport, involving an SSJ100 RA-89085 on 24 November, with no fatalities. The SSJ100 is in Antalya, the aircraft has damage to the landing gear, wing box and the left engine. Its future is currently uncertain.

Rosaviatsiya’s report only takes into account the aviation incident involving the Superjet in Antalya, as it was a scheduled flight. The other two AIs involved aircraft operating unscheduled flights.
