On March 28, 2023 in the area of responsibility of the Regional Center of the Unified System of Air Traffic Management (Samara) there was a serious aviation incident involving a violation of standards of vertical and horizontal echelon between the IL-76 aircraft of the Russian Ministry of Defense and the PC-12 aircraft of JSC BySky Airline.
The cause of the incident was the air traffic controller’s failure to comply with his official duties associated with lack of control over the airspace. The Federal Air Transport Agency (Rosaviatsia) formed a commission to investigate the aviation event and conducted an official investigation into the individuals who allowed this event through their illiterate actions.
The investigation revealed gross violations of work technology by the air traffic control personnel, lack of proper control by the management personnel, as well as shortcomings in the organization of duty shifts.
Appropriate personnel decisions were made with respect to the officials who committed gross violations of their duties. Discharged from their positions: the director of branch Aeronautics of Central Volga, deputy director of the branch – head of the regional center of the Unified System of Air Traffic Management (Samara), two senior controllers of the district dispatch center and the controller, who directly allowed the event.
The issue of flight safety is under the permanent control of the Federal Air Transport Agency. FGUP State Air Traffic Control Corporation has been instructed to take additional measures aimed at increasing the level of safe and high quality provision of the Russian Federation airspace users.
