Russia’s air transport regulator sets certification timeline for Il-114-300, SJ-100 and MC-21-310

The head of Russia’s Federal Air Transport Agency (Rosaviatsiya), Dmitry Yadrov, outlined updated certification timelines for three domestic passenger aircraft at a Ministry of Transport board meeting.

The Il-114-300 regional turboprop is expected to receive its type certificate in May 2026. Certification of the SJ-100 regional jet is scheduled for July, while the PD-8 turbofan engine is targeted for type certification in April 2026. The MC-21-310 narrowbody is planned for certification in October 2026.

In May 2025, Anatoly Gaidansky, Deputy CEO and Head of the Engineering Center at Yakovlev (a United Aircraft Corporation subsidiary), stated that the company aimed to complete MC-21-310 certification and secure approval of major design changes by late summer 2026. Following that approval, the program is expected to require about three months to ramp up serial deliveries and prepare flight crews.

The Il-114-300 has completed its core certification flight test campaign and is now in the final phase, undergoing natural icing tests. Type certification is expected within the coming months. Earlier guidance from Rostec CEO Sergey Chemezov pointed to early 2026; the updated schedule shifts that milestone to May.

Both the SJ-100 and MC-21-310 are undergoing certification in fully import-substituted configurations, replacing Western-supplied systems and components. The current test phase includes evaluation of aircraft anti-icing systems, with flights conducted in northern Russia, including the Arkhangelsk and Murmansk regions.

The announced timelines indicate that the Il-114-300, SJ-100 and MC-21-310 are nearing readiness for commercial entry into service. Serial production is underway at Lukhovitsy (Il-114-300), Komsomolsk-on-Amur (SJ-100) and Irkutsk (MC-21). Type certification will enable initial customer deliveries and entry into airline operations.
