The United Aircraft Corporation (United Aircraft Corporation) is targeting annual production of up to 20 Tu-214 airliners at the Kazan Aviation Plant as Russia accelerates investment in domestic aircraft manufacturing capacity, company officials said ahead of the St. Petersburg International Economic Forum.
UAC President Vadim Badekha told TASS the Kazan facility is nearing serial production readiness following technical upgrades, with output planned to scale gradually from four aircraft in 2026 to eight in 2027 before reaching the long-term target rate.
The aircraft produced in the initial batches are allocated to non-commercial and special-purpose operators. Deliveries to Red Wings are expected to begin in 2027.
Industry and Trade Minister Anton Alikhanov told TASS that airlines have already ordered 11 Tu-214 aircraft under Russia’s import-substitution programme, with four units planned for delivery within the year and one already in service.
Among potential large-scale customers is S7 Airlines (S7 Airlines). In February 2026, S7 Group, UAC and state leasing firm GTLK (GTLK) signed a memorandum outlining a framework for up to 100 aircraft. Final commercial terms are expected to be agreed in 2026.
Current planning envisages S7-configured Tu-214 deliveries beginning after 2029. The proposed cabin layout provides for up to 213 seats, with associated changes to operational documentation. GTLK is expected to structure financing and leasing arrangements.
Production at Kazan remains limited. The plant completed a single Tu-214 in 2025 — aircraft RA-64536 — which was subsequently reconfigured for transfer to SOGAZ Group after UVT Aero declined acceptance due to cabin configuration and delivery timing constraints.
The Tu-214 programme remains central to Russia’s effort to rebuild narrowbody production on a domestically controlled supply chain, though execution of the ramp-up will depend on industrial throughput and supplier stability.
