Russia Certifies Il-114-300 Regional Turboprop

Russia’s Federal Air Transport Agency (Rosaviatsiya) has granted type certification to the Il-114-300, clearing the regional turboprop for commercial service and marking a key milestone in Moscow’s effort to rebuild domestic civil aircraft production.

The certification covers the import-substituted Il-114-300 variant powered by TV7-117ST-01 turboprop engines and AV112-114 propellers. The aircraft is the first transport-category turboprop to receive certification in Russia in more than 20 years.

Serial production is under way at the Lukhovitsy aircraft plant near Moscow. Three production aircraft are currently in assembly, according to programme officials.

State Transport Leasing Company (GTLK) signed an agreement during the St Petersburg International Economic Forum (SPIEF) to supply three Il-114-300s to regional carrier Arctic Airlines, which is expected to become the type’s launch operator. The first aircraft is scheduled for delivery before the end of 2026.

Russian officials also said Far East carrier Aurora has expressed interest in acquiring up to 20 aircraft for regional passenger services.

The Il-114-300 is intended to replace ageing Soviet-era regional aircraft and support operations on routes with limited airport infrastructure. Additional flight-testing remains under way, including hot-weather trials and operations from unpaved runways, to expand the aircraft’s certified operating envelope.

Officials expect production rates to increase from 2028 as the programme transitions from certification to series deliveries. Russian authorities have also identified potential applications for cargo transport and other government-operated missions.
