The United Aircraft Corporation has undergone another reshuffle of management personnel. It was decided to consolidate the management of civil programmes at the level of UAC’s corporate centre and to release Andrey Boginsky and Konstantin Timofeev from the positions of heads of PJSC Yakovlev and JSC Tupolev, who came to UAC under the former head Yuri Slyusar.

The reorganisation of the management team is related to the need to accelerate the implementation of priority projects in aircraft construction, which requires consolidation of forces and increased control on the part of the parent company. This approach should ensure a more efficient use of resources and achievement of the set goals in a short time, UAC’s press service explained.

‘In view of the special importance of the implementation of UAC’s priority civil programmes, as well as the need to implement the tasks of import substitution, certification and launch of serial production of domestic civil airliners in an unprecedentedly short period of time, it was decided to transfer the management of civil programmes directly to the level of the corporate centre of PJSC United Aircraft Corporation of Rostec State Corporation,’ the UAC press service said in a statement.

The functions of managing the activities of PJSC ‘Yakovlev’ will be performed directly by UAC Director General Vadim Badeha, who will combine the posts of the head of UAC and the company ‘Yakovlev’. Tupolev’s operations will be managed by Alexander Bobryshev, UAC’s Deputy Director General for State Defence Order and Operational Tactical Aviation Programme Management, who will also take up the position of Managing Director of Tupolev.

On 30 November 2021, Andrey Boginsky was dismissed from the position of CEO of Russian Helicopters and transferred to UAC as Deputy CEO for Civil Aviation – CEO of Irkut Corporation. On 26 July 2023, the rebranding of UAC and Irkut Corporation was presented at the Flight Test and Development Complex of the Yakovlev Design Bureau in Zhukovsky. Irkut was renamed into a new brand – Yakovlev, and Andrey Boginsky became CEO of Yakovlev.

Konstantin Timofeev was appointed Managing Director of Tupolev JSC on 17 January 2024. He combined the management of Tupolev JSC with his work as First Deputy General Director of UAC PJSC. The relevant decision was made by the Board of Directors of Tupolev JSC. Konstantin Timofeev graduated from Kazan Finance and Economics Institute in 1994 with a degree in Economics and Sociology of Labour, and in 2017 graduated from MAI Master’s degree in Aircraft Engineering. He is qualified as a pilot of Tu-204/214, SSJ100 and other aircraft.

‘These personnel reshuffles indicate a change in management strategy at UAC with the replacement of the previous team that came to the corporation under the previous management. Given the many years of delayed deadlines across the entire line of passenger aircraft, the focus is shifting to centralising control over civil aircraft programmes. This can be attributed to the desire of the country’s top management and Rostec to restore order and optimise the processes of development, certification and production of new aircraft. Let’s hope that the actions of the unified management centre will allow for the effective implementation of the tasks set for the domestic aviation industry,’ Andrei Velichko, editor-in-chief of the Russian Aviation website, commented on the reshuffle of the management staff of the leading design bureaux.

On 4 November 2024, Russian President Vladimir Putin appointed UAC head Yuri Slyusar as interim governor of the Rostov region. Vadim Badekha became the new head of UAC, having previously served as CEO of United Engine Corporation.
