Russian Government Allocates Over 14 Billion Roubles for Further Modernisation of the PD-14 Engine

As part of the state programme for the development of the aviation industry, the modernisation of the PD-14 engine continues. The Ministry of Industry and Trade has announced a tender for research and development (R&D) work aimed at enhancing the competitiveness of the PD-14 engine in the international market. The procurement, coded “PD-14 Improvement,” was published on the public procurement website on 9 April 2025 as an open electronic tender.

The R&D, designed to address several key tasks, is divided into three stages with completion by December 2027. Engineers will need to increase the engine’s service life, improve fuel efficiency, reduce weight, achieve additional noise reduction, optimise production processes to decrease labour intensity and material consumption. The Ministry of Industry and Trade will allocate more than RUB 14.23 billion (approx. $167-190 million) for these experimental design works.

Additionally, it is planned to refine the PD-14 based on certification tests and initial operation of the MC-21-310 aircraft. Each stage of the R&D includes a wide range of activities, from manufacturing and refining parts of the engine to conducting additional tests on test benches and in the integrated aircraft. Completing each stage involves preparing technical reports and certificates, as well as obtaining necessary approvals and certifications.

• Stage one of the R&D begins immediately after signing the state contract and runs until December 2025. During this period, the task is to refine engine nodes and systems, conduct additional tests on test benches, and lift some operational restrictions.

• Stage two is scheduled from November 1, 2025, to December 10, 2026. This phase focuses primarily on improving fuel efficiency and reducing the weight of the powerplant. At the same time, calculation-experimental work will be carried out to refine acoustic characteristics for noise reduction.

• Stage three starts on November 1, 2026, and ends on December 10, 2027. During this time, engineers will carry out comprehensive testing, implement new technological solutions, and prepare the engine for mass production. Special attention will be given to analysing data obtained during the initial operation of MC-21-310 aircraft to identify potential shortcomings and refine the design.

The PD-14 engine received its type certificate in autumn 2018. It serves as the foundation for a family of engines with thrust ranging from 9 to 18 tons and provides economic benefits due to lower technical risks and reduced maintenance and repair costs.

Procurement documents note that the PD-14 offers competitive advantages on the domestic market, markets of CIS countries and near abroad, as well as countries favourable towards purchasing Russian products. Series production of the engines was certified in 2019 and organised within JSC ODK-Perm Motores.
