Federal Subsidies to Modernize Airports in Karelia, Yakutia, and Magadan

In 2025, federal funding for airports in Yakutia and the Magadan Region will exceed 117 million rubles (approx. $1.17 million USD). The funds have been allocated to the state-owned enterprise “Airports of the North,” which operates 33 civil aviation facilities in these regions, according to the Russian Federal Air Transport Agency (Rosaviatsiya).

The primary objectives of the program are to improve the accessibility and quality of air transport services, expand regional air routes, and ensure the resilience of airport infrastructure, particularly in the Far North and Arctic regions. The funding will support major runway repairs, installation of prefabricated terminal and hangar buildings, modernization and replacement of airfield lighting systems, and enhancement of technical and material resources, including safety measures.

These subsidies are part of the federal project “Ensuring Accessibility of Air Transport Services,” which is included in the Russian government’s “Transport System Development” program. The list of funded facilities includes airports and landing sites that provide essential connectivity for local populations and support government operations. Industry reports indicate that, as of 2024, “Airports of the North” has already completed over half of its planned repair work, totaling more than 20 million rubles (approx. $200,000 USD).

Federal funding is critical for maintaining airport operations in remote and hard-to-reach areas, where ground transportation infrastructure is limited. Airports in the Arctic zone provide vital transport links, support economic development, and enable emergency response operations. Improved mobility and access to air services are directly linked to the resilience of the regional transport system.

Additionally, the reconstruction of the Kostomuksha landing site in Karelia is scheduled for 2027–2029, with approximately 2 billion rubles (about $20 million USD) to be allocated from the federal budget. The project, initiated by the Head of Karelia, Artur Parfenchikov, is part of the federal target program “Development of the Republic of Karelia through 2030.”

The reconstruction plan includes extending the runway, establishing passenger service on the Kostomuksha–Petrozavodsk route, and reducing travel time. Funding for pre-design work is planned for 2025–2026, including land parcel formation and the reclassification of forest land for industrial use, according to the regional Ministry of Transport.

Federal aviation infrastructure programs allocate funding based on the specific needs of each project. In the case of Kostomuksha, the investment covers a comprehensive runway upgrade and the creation of new opportunities for scheduled passenger service. The 2 billion ruble investment reflects the scale of construction, engineering system modernization, and the adoption of advanced technologies. The project is part of a broader federal initiative for integrated transport infrastructure development in the region, which also influences the funding level.

In Yakutia and the Magadan Region, federal subsidies are primarily used to maintain airport and landing site operations, with most expenditures covering ongoing maintenance of essential infrastructure. Thanks to this funding, “Airports of the North” ensures continued air connectivity for remote communities, supporting regular operations without the need for major new construction.
