Within the framework of aviation industry development in the Far Eastern Federal District, construction of a new aviation enterprise will start in December 2023 in Komsomolsk-on-Amur, where the production of the LMS-901 Baikal light aircraft will be organised. This was announced by the head of Khabarovsk Krai Mikhail Degtyaryov during the direct line.

“The plant will be built already this month. A contract with a contracting organisation has been concluded. Funds have been allocated through the Ministry of East Development and the Ministry of Industry and Trade,” Degtyaryov said.

The boundaries of the Komsomolsk have been extended for the successful implementation of the LMS-901 production project. The investment project of the aviation centre for regional and unmanned aviation is implemented by Baikal-Engineering LLC. The area of the plant has been adjusted upwards to provide sufficient space for production. The plant will be located on the area of 10.5 thousand square metres, more than 80 people will be employed at the aircraft assembly. Future employees of the plant are already being educated at Governor’s College, Komsomol University and Pacific State University.

One of the key features of the plant project is the use of fast-erecting structures, which allows the contractor to complete its construction by December 2024. However, the head of the region noted that the plant is planned to be launched in June-July 2025, which can be realised if the contractor manages the work in one construction season.

The new plant will be located near the airfield infrastructure and existing facilities of the Komsomolsk-on-Amur Gagarin Aviation Plant and the Production Centre of the Yakovlev PJSC. This will ensure convenient interaction and co-operation between the enterprises, as well as optimal use of available resources. Federal budget investments in the creation of the relevant infrastructure will amount to about RUB 2.5 billion.

It is expected that the new enterprise will produce up to 20 Baikal aircraft per year, which will help meet the demand for light aircraft, primarily in the domestic market. Aggregates and components for the aircraft will be manufactured at the Uktus site of the Titanium Valley near Ekaterinburg. This is where the Ladoga turboprop regional aircraft TVRS-44 Ladoga will be assembled in the new production building of the Ural Civil Aviation Plant, which is currently under construction.
