The Ministry of Industry and Trade of the Russian Federation considers it necessary for airlines to participate in the supervised experimental operation of new aircraft, said Deputy Head of the department Oleg Bocharov at the Eurasian Aerospace Congress, Interax reports.

“Whatever it takes, we need to put back in place all the norms that ensured pilot operation. The main managerial mistake of the last 30 years, in my opinion, is that we wrote financial models under economic pressure and did not justify them without creating the aircraft. We fixed the cost and did not achieve it,” Bocharov said.

“Only pilot operation, only the interest of the operators and the understanding that the operator will be repaid the losses, leads to the fact that aircraft not only rise, but also unwind. Lack of pilot operation, commercial requirements for the first serial aircraft is a mistake,” he said.

The first two serial MS-21 aircraft with American Pratt&Whitney engines will be handed over to Aeroflot Group not for commercial flights, but for so-called controlled operation, Yury Slyusar, CEO of United Aircraft Corporation PJSC, said last year.

“The planes will start flying – they will not be on the schedule, you can’t buy a ticket for them. Nevertheless, the aircraft will start operating, we will start receiving operational data, pilots will start learning, crews will start training how to handle this aircraft,” Slyusar explained.
